The Central Delivery Coordination Unit (CDCU) under the Cabinet Affairs Office (CAO) in the Office of the Secretary to the Government of the Federation (OSGF), in collaboration with the Foreign Commonwealth and Development Office - Partnership to Engage, Reform and Learn (FCDO-PERL) organised the 2nd Technical Retreat for Delivery Managers and Desk Officers of Ministries from 9th – 11th February, 2023 at Ibom Icon Hotel and Golf Resort, Uyo, Akwa Ibom State.
The Retreat was attended by participants from 26 Federal Ministries, the Office of the Head of the Civil Service of the Federation, Office of the Secretary to the Government of the Federation including the technical partners - FCDO-PERL and Natview Technology.
The Retreat was preceded by a 2-day Reflection Session on the activities of the CDCU including a course on Data Analysis and Advanced Excel facilitated by FCDO-PERL Resource Persons from 7th – 8th February, 2023.
The representative of the Secretary to the Government of the Federation, Dr. Habiba Lawal (Special Adviser to the President on Policy & Coordination) declared the Retreat opened, while goodwill messages were delivered by the Secretary to the Akwa Ibom State Government, Dr. Emmanuel Ekuwem and the National Programme Manager – FCDO-PERL, Mr. Ifeanyi Ugwoke. The representative of the SGF thereafter inaugurated the Inter-Ministerial Coordination Team on Presidential Priorities.
The Opening Presentation on “The Role of Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25) in the Delivery of Government Priorities” was delivered by a representative of the Head of the Civil Service of the Federation, Mr. C. Azoro. Other technical presentation includes: (i) Overview of the Government’s Delivery Mechanism, the roles of CDCU, DOs, and the MDAs and the journey so far by Umaru Abu – FCDO-PERL, (ii) Review of the Executive Order 13 - the roles of CDCU, Delivery Desk officers and MDAs by Chioma Itodo – FCDO-PERL, (iv) Lesson learning– 3rd Year Ministerial Retreat and the overall delivery system: Presentation of survey results by Seun Babalola – FCDO-PERL, (v) Review of the Delivery Reporting Framework and Template by Esege E. Esege – Coordinator, CDCU, (vi) Breakout Sessions to Review the Q3 & Q4 2022 MDAs Annual Data Output data templates led by CDCU Delivery Managers, (vii) Understanding the Performance Management System (PSM): Rationale, Objectives & Functions, Expanding Data Sources by Nuradeen Maidoki, CEO Natview Technology, and (viii) Presidential Delivery Tracker App & Knowledge Management System by Nuradeen Maidoki, CEO Natview Technology.
